prof. dr. H.W. (Herman) Hoen

Academic career

Herman W. Hoen (1960) graduated cum laude in economics (MA) at the University of Groningen (1988). In 1992, he received his PhD for research on political and economic reforms in Hungary during the 1970s and 1980s. During the research for his dissertation he worked at the Budapesti Közgazdaság Tudományi Egyetem (Budapest University of Economics), presently known as Corvinus University of Budapest. After finishing his PhD, he became research fellow of the Royal Netherlands Academy of Arts and Sciences (Akademie-Onderzoeker).

Currently he holds a chair as full professor of International Political Economy at the Department of International Relations / International Organization (IR/IO) of the University of Groningen. He was visiting professor at the Johns Hopkins University (The Paul H. Nitze School of Advanced International Studies) in Bologna, the Georg August Univerisität (Göttingen), the Europa Universität Viadrina (Frankfurt/Oder), and Bilkent University (Ankara). His research focuses upon the political economy of transformation from a centrally planned to a market economy in Central and Eastern Europe.

Editorships

He is editor of Emerging Markets Studies (since 2010), a series of Peter Lang Verlag in Frankfurt am Main (Germany). 

He is member of the editorial board of Economics, Management and Financial Markets (since 2014), a peer-reviewed journal that provides a forum for theoretical, applied, policy, and methodological research into social and economic issues.

He is in the editorial board of Economic and Environmental Studies (since 2004), which is a peer-reviewed journal that addresses sustainable development in transition economies.

He was general editor of the Groningen Studies in Cultural Change (2007-2013), a peer-reviewed book series published with Peeters in Leuven (Belgium).

He was associate editor of Forum for Social Economics (2003-2008), a peer-reviewed journal of the Association for Social Economics (ASE).

He was editor of Ablak (2007-2009), a Dutch journal that discussed historical, cultural, political, and economic develeopments in Central and Eastern Europe. In 2010 the journal was no longer available in a printed version.

He was editor of Oost-Europa Verkenningen (1998-2003), a Dutch journal that published articles on developments in Eastern Euope and the post-Soviet states. The journal ceased to be published since the end of 2003.

Management

He is vice-chair of the board of a cluster in the Faculty of Arts that is responsible for the Bachelor's degree programme International Relations/International Organization, the Master's dergree programme International Relations, the Research Master's degree programme Moden History and International Relations, and the Erasmus Mundus Joint Master's degree programme in International Humanitarian Action (Since May 2021).

He was head of the Department of International Relations / International Organization (IR/IO) of the Faculty of Arts (September 2014 - September 2016). IR/IO has more than 50 staff members and constists of five chair groups: History and Theory of International Relations, History and Theory of European Integration, International Relations and Security Studies, International Political Economy, and Globalizations Studies and Humanitarian Action.

He was scientific director of the Groningen Research Institute for the Study of Culture (Instituut voor Cultuurwetenschappelijk Onderzoek Groningen (ICOG)) and the Groningen Research School for the Study of the Humanities (Onderzoekschool Geesteswetenschappen Groningen (OGWG)) (September 2006 - September 2010).

He was chair of the Department of History / International Organization of the Faculty of Arts (September 1998 - September 2003).

Other positions

He was member of the Scientific Advisory Board of the Netherlands Institute in Saint Petersburg (NIP) (September 2010 - September 2020).

He was board member of the Centre for European Security Studies (CESS) (September 2006 - September 2012).
