Prof. Dr. B.F. Keulen
Berend Keulen is professor in Substantive Criminal Law and Criminal Procedure at the University of Groningen. He studied law at the same university, and graduated in 1986. Between 1986 and 1990, he conducted doctoral research and took his doctorate at the University of Groningen on 10 May 1990. In the following years, he continued working at the same university, where he completed a book on economic crimes in 1995. Between 1997 and 2005, he was a staff member of the Ministry of Justice, where he wrote several bills on subjects in the field of substantive criminal law and criminal procedure that were proposed to parliament (e.g. bills regarding terrorism). His main publications pertain to the areas of substantive criminal law (economic crimes, confiscation) and criminal procedure (influence ECHR, review of convictions and acquittals).
