Bruijn, Dr Michelle
Michelle Bruijn is an assistant professor at the Faculty of Law. She also works as a researcher at the Centre for Public Order and Safety. She specializes in cannabis regulation, home evictions, the right to housing, and Article 13b of the Opium Act, also known as the Damocles Act. In 2021, she received her PhD with distinction in Groningen with her thesis entitled ‘The alternative war on drugs: drug evictions, cannabis regulation and the legal consequences of adapting to the limitations of criminal law in the field of drug control’. In her thesis, she describes and explains the (re)regulation of cannabis in Canada and the Netherlands, and the use of eviction as a tactic to combat drug crime in the Netherlands and the United States.
In 2022, Bruijn won the Ben Feringa Impact Award for her research project ‘The Administrative War on Drugs', in which she studies the war on drugs as fought by mayors in the Netherlands. Bruijn noticed that in the past few decades reliance on home closures and evictions (Article 13b of the Dutch Opium Act) has increased rapidly. In her research, she questions whether those closures and evictions are actually helping and she combines science with practical application. This is because many municipal officials and judges struggle with the issue. In her research, she tries to answer many of those questions. As a result of one of her research reports, the Dutch House of Representatives adopted a motion to ensure monitoring the effects of such drug-related closures and evictions.
